Noone knows why, but cracked steam doesn't download all of the games directly. You have to find GCF Files for it, and put them in steamapps folder.

EDIT:
here's a list of some stuff i could download directly:
Garry's Mod (4000)
Portal (400)
Synergy
Audiosurf etc etc.
you can go here to see a huge list of games that you can download. (CSS and HL2 are there too, but they can't be downloaded, as you noticed)

actually i do have the ncf and gcf for css but it's stuck on downloading starting and dosent download img695.imageshack.us/i/dwm2010040918561187.jpg/. I also tried the Pre-Downloadable content and click on css donsent wok.
